RFQ NO: 23-34 TITLE: CONSTRUCTION ENGINEERING AND INSPECTION SERVICES (CEI) FOR ROCK HILL ROAD WIDENING AND RESURFACING PROJECT PHASE 1
INTRODUCTION: The Board of County Commissioners, herein referred to as the "Board", is seeking Statements of Qualifications (SOQ) from consulting firms, herein referred to as “Consultant”, licensed to practice professional consulting services in the State of Florida, and pre-qualified by the Florida Department of Transportation (FDOT) in Work Types 10.1, 10.3, and 10.4 as defined by Chapter 14-75.003 Florida Administrative Code (F.A.C.) to provide CEI services which are required for contract administration, inspection and materials sampling and testing for a road widening and resurfacing project on Rock Hill Road. The proposed scope of work will include the widening and resurfacing for Phase 1 of the existing roadway from the intersection of US 331 to the intersection of High Lonesome Rd, approximately 3.95 miles.
This solicitation is made in accordance with the provisions of Chapter 287.055, Laws of Florida, known as the Consultants’ Competitive Negotiation Act (CCNA).
Statements of Qualifications will be received by the Board of County Commissioners, Walton County, Florida, hereinafter referred to as "County" at the address shown below:

SCOPE OF SERVICES: Consultant shall provide CEI services and administer, monitor, and inspect the construction contract such that the project is constructed in reasonable conformity with the plans, specifications, and special provisions for the construction contract as well as meet the requirements specified in the Walton County Agreement with FDOT.
RFQ DEADLINE: Thursday, September 28, 2023, no later than 3:30 PM Central Standard Time.
The last date to submit questions is September 21, 2023, no later than 12:00 Noon. All questions are to be directed in writing to . DIRECTING QUESTIONS TO ANY OTHER STAFF, PROJECT ENGINEER AND ANY OTHER PERSON IS PROHIBITED AND WILL RESULT IN BID BEING DISQUALIFIED. Consultants are responsible for the delivery of the qualifications package. Qualifications received after the specified day and time will not be opened.
To be considered, Consultants must submit a complete qualification package digitally on a USB THUMB DRIVE, along with ONE ORIGINAL PAPER PACKAGE, in a sealed envelope with "RFQ 23-34 CONSTRUCTION ENGINEERING AND INSPECTION SERVICES (CEI) FOR ROCK HILL ROAD WIDENING AND RESURFACING PROJECT PHASE 1" clearly marked on front of envelope, addressed to Central Purchasing at 176 Montgomery Circle, DeFuniak Springs, FL 32435.
