RFP NO: 23-18 TITLE: BUILDING DEPARTMENT PERMITTING AND TRAINING FACILITY DESIGN -BUILD PROJECT INTRODUCTION: The Board of County Commissioners, herein referred to as the "County", is seeking sealed Statements of Qualifications (SOQ) from interested Design-Build Entity’s (DBE) detailing their technical and financial qualifications to design and construct a 37,000 SF three-story building for the County’s Permitting and Training Facility. The County’s intent in developing this RFP is to encourage qualified Respondents to provide the best solution for the Project within the confines of the County’s requirements as described in the solicitation documents and the Design Criteria Package (DCP). The County expects to enter into an Agreement with one (1) DBE for this Project.
This solicitation is made in accordance with the provisions of Chapter 287.055, Laws of Florida, known as the Consultants’ Competitive Negotiation Act (CCNA).

SCOPE OF WORK: The County believes the Design Build procurement method can accomplish its objectives of a high-quality project that is delivered on time and within the County’s budget. To achieve the optimal benefit from this process, the County prefers that the DBE be one that is a truly integrated team with a genuine, collaborative philosophy. Such a team would integrate the two project roles of designer and builder.
Pre-Qualifications/SOQ DEADLINE: Monday, July 31, 2023, no later than 2:00 PM Wednesday, August 23, 2023, no later than 3:30 PM Central Standard Time.
Last date to submit questions is July 20, 2023 August 16, 2023 no later than 12:00 Noon. All questions are to be directed in writing to . DIRECTING QUESTIONS TO ANY OTHER STAFF, PROJECT ENGINEER AND ANY OTHER PERSON IS PROHIBITED AND WILL RESULT IN DBE BEING DISQUALIFIED. DBE's are responsible for the delivery of the qualifications package. Qualifications received after the specified day and time will not be opened.
To be considered, the DBE must submit a complete qualification package digitally on a USB THUMB DRIVE, along with ONE ORIGINAL PAPER PACKAGE, in a sealed envelope with "RFP 23-18 BUILDING DEPARTMENT PERMITTING AND TRAINING FACILITY DESIGN -BUILD PROJECT " clearly marked on front of envelope, addressed to Central Purchasing at 176 Montgomery Circle, DeFuniak Springs, FL 32435.
