Description:
Sealed bids for the Western Lake Phase I Drainage Improvements project  will be received by the Board of County Commissioners , Walton County, Florida, hereinafter referred to as "County" at the Office of Central Purchasing, 176 Montgomery Circle, DeFuniak Springs, FL 32435.

CLOSING DATE:  Closing  date in December 12, 2019 no later than 10:30AM local time and will open immediately thereafter.

All questions are to be directed in writing to the County Purchasing Agent. Questions must be submitted to Purchasing no later than 12:00 Noon on December 3, 2019. DIRECTION QUESTIONS TO ANY OTHER COUNTY STAFF, PROJECT ENGINEER, OR ANY OTHER PERSON IS PROHIBITED AND WILL RESULT IN BID BEING DISQUALIFIED.

PROJECT OVERVIEW: 
This project provides additional drainage capacity along Woodbeach Avenue.  The existing roadway has four (4) thirty-six (36) inch cross drains under Woodbeach Avenue.  The work includes the removal of two (2) of the thirty-six (36) inch pipes and replacement with a triple six (6) foot x three (3) foot box culvert. This project will include other work associated with the construction of the drainage improvements such as maintenance of traffic, erosion control, clearing and grubbing, dewatering, regular excavation, embankment, prepared soil layer, type B stabilization, Optional Base Group 6, Asphaltic Concrete, Milling, box culvert construction, flowable fill, ribbon curb, wooden boardwalk construction, concrete headwall construction, wooden handrail construction, pipe culvert installation (round), end wall construction, mulch, temporary shoring, rip rap and sodding. Maintenance of drainage flow through the existing culverts will be a major component of the project while the new box culverts are constructed.  Due to the presence of utilities, no sheet piling is allowed on the project, alternative means of shoring such as Porta Dams shall be utilized. Woodbeach Avenue will have one lane of traffic open at all times. 

BIDDER IS RESPONSIBLE FOR THE DELIVERY OF ITS BID. BIDS RECEIVED AFTER THE SPECIFIED DAY AND TIME WILL NOT BE OPENED. OUR AREA IS NOT A GUARANTEED OVERNITE FEDEX DELIVERY LOCATION. CENTRAL PURCHASING IS CLOSED ON ALL FRIDAYS AND WILL BE CLOSED ON NOVEMBER 11, 27, 28, AND 29, 2019.

PACKAGES SHALL BE SUBMITTED TO THE OFFICE OF CENTRAL PURCHASING ONLY TO ENSURE RECEIPT OF SAID PACKAGE.

LATE SUBMITTALS RECEIVED AFTER THE FOREMENTIONED DEADLINE DATE, EITHER BY MAIL, OR OTHERWISE, WILL NOT BE CONSIDERED AND RETURNED UNOPENED. THE TIME OF RECEIPT WILL BE DETERMINED BY THE TIME RECEIVED IN THE PURCHASING AGENT’S OFFICE. IT IS THE SOLE RESPONSIBILITY OF THE FIRM FOR ASSURING THAT THE ITB IS RECEIVED IN THE PURCHASING OFFICE BY THE DESIGNATED DATE AND TIME. NO FAXED, ELECTRONIC OR ORAL ITB WILL BE ACCEPTED

To be considered, Firm/Team must submit an original and three (3) copies of ITB in a sealed envelope or package, clearly marked with the Firm/Team’s name and address, and the words "WESTERN LAKE PHASE I DRAINAGE IMPROVEMENTS  I” addressed to Office of Central Purchasing.

A MANDATORY pre-bid conference will be held at 9:00 AM on November 19, 2019 at the Public Works District 4  Conference Room, 161 Montgomery Circle, DeFuniak Springs, FL 32435. Pre-bid will start promptly at 9:00 AM, vendors who arrive late may stay, but will not be all owed to submit a bid.
