DR4564-Walton County-EHP-Final Public Notice-CR3280

FINAL PUBLIC NOTICE
The Federal Emergency Management Agency (FEMA) has received the subgrant application for Walton County’s Highway 3280 culvert repair due to damages in Hurricane Sally (DR-4564-FL PW-00708). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published October 21, 2020, for Hurricane Sally. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Location of Proposed Work: GPS Coordinates: (30.454839, -85.960792)

Floodplain: Project is located in the A Zone per Walton County FIRM Panel #12131C0605G, dated 09/29/2010.

Proposed Work and Purpose: Walton County restored County Highway 3280 by providing traffic control and removing storm and construction debris (including trash dirt, vegetative debris and concrete from the culvert, and removed guard rails). The county also replaced a concrete box culvert with (4) 36-inch (IN) diameter Advanced Drainage System (ADS) plastic culverts and replaced 1240 cubic yards (CY) top dirt and clay backfill embankment, 720 CY of backfill and road subbase, 426 CY of road base lime rock, and 771 CY of riprap. The county also replaced roadway asphalt, reinstalled the guardrail, and repainted the center road line.

Project Alternatives: The alternative that has been considered is the no action alternative. This alternative is not feasible as the area will remain vulnerable to flood risk, including property damage and hazards to human life and safety. With the no action alternative, continued negative impacts on adjacent infrastructure, property, residents, and the community may be experienced. Alternate locations were not considered as the road cannot be relocated.
